Colombia Imposes Anti-Dumping Tariffs on Imports of Photocopy Paper Arriving from Brazil
The Ministry of Commerce, Industry and Tourism, based on the results of a technical investigation and the unanimous recommendation of the Committee on Trade Practices, imposed definitive anti-dumping duties on the import of photocopy paper from Brazil. The measure, which will be in force for a period of 5 years, consists of imports of the aforementioned product having to pay anti-dumping duties in the form of an ad valorem levy of 21.78%, 22.62% and 30.30%.
The first tax will be applied to the product from the company Suzano S.A., the second to the one that arrives from the firms Sylvamo Do Brasil and Sylvamo Expot Ltda., and the third for the other Brazilian companies that sell the aforementioned paper to Colombia.
The decision to impose these anti-dumping duties was based on a technical investigation in which it was found that during the second half of 2023 and the first half of 2024, there was a significant increase in imports of the product from Brazil at dumped prices.
In addition, it was possible to demonstrate that this unfair practice caused significant damage to domestic producers, which mainly materialized in a significant impact on their economic and financial indicators. For example, in the period of analysis, production destined for the domestic market fell 18.03%, the price of the national producer requesting the measure fell to levels that compromised the stability of its operation and profit at levels close to 122%, among other indicators.
All these circumstances led the Committee on Trade Practices to unanimously make a positive recommendation, and the national government to adopt the trade defense measure.
