If this is indeed Jesse Wiseman, why did the Winnipeg police release him with an international fugitive warrant pending?

For the second time in just over a year, the body of Colombian women was found in a suitcase and the primary suspect is again a foreigner from North America. 

The suspect was on the run from divorce proceedings back in Wisconsin, and killed the 23-year old Colombian in a fit of jealous rage.
