										<content:encoded><![CDATA[<p>The 3<sup>rd</sup> Annual Private Equity Congress of The Pacific Alliance was held at <a href="https://www.clubelnogal.com/">Bogota’s Club El Nogal</a> last Thursday, organized by <a href="https://colcapital.org/">industry group ColCapital.</a> Despite travel warnings and restrictions, <a href="https://eventos.colcapital.org/">the event was fully attended;</a> now attracting regional and international investors and bankers from as far away as Singapore and Switzerland.</p>
<p>With a new executive director, Colcapital, Colombia’s private equity industry association, continues to grow, as evidenced by the expansion of their annual event from the Colombian Private Equity Congress to the Private Equity Congress of The Pacific Alliance.</p>

<p>After investment roles with Colombian insurance concern Seguros Bolivar and Bancolombia, <a href="https://colcapital.org/staff/isabella-munoz/">Paula Delgadillo Sanz de Santamaria</a> took over the reins of Colcapital from <a href="https://www.financecolombia.com/colombia-private-equity-colcapital-investment-fund/">Isabella Muñoz,</a> who moved back into a business role with an investment firm.  The “gremio” or trade association continues to grow along with Colombia’s nascent private equity sector.</p>
<p>This year’s event saw speakers from small boutique firms as well as partners and executives from Blackrock, the International Finance Corporation, Bancoldex, Baker McKenzie, Skandia, Bancolombia, Cushman &amp; Wakefield, and dozens of others. Conference topics ranged from real estate finance to impact investing.  Technical topics were covered, such as secondary transactions and infrastructure financing, but also ESG topics such as gender equity in capital markets.</p>

										<content:encoded><![CDATA[<p>According to a new <a href="https://gallery.mailchimp.com/ec9dfe3030795aea9dd7ee1b6/files/a836326d-8ebf-4b17-80aa-336a5e89964b/Analisis_Futuro_de_la_Reforma_Pensional_FINAL_13_diciembre.pdf">report</a> by <a href="https://www.colombiariskanalysis.com/">Colombia Risk Analysis, </a>the debate underway over pension reform in Colombia is plagued with misinformation and confusion resulting from the current divisive political climate in the country, and conflicting objectives by various political actors.</p>
<p>Current protests and strikes over a myriad of grievances have partially paralyzed the country literally and figuratively. The current administration of President Ivan Duque enjoys only a 26% approval rating according to recent polls and thus lacks political capital to push through major reforms of any type, though they were able to move a modest but unpopular tax reform package through congress this month.</p>
<p>According to the report and Colombia Risk Analysis, the Colombian pension system urgently needs reform, as in its current form, it is insolvent over the long term. Added to this is the large sector of the population that works in the informal economy, thus does not qualify for traditional government backed or private pensions. In 2018, the public pension system cost almost 4% of GDP, so $12.2 billion pesos went to service pensions of only 2.1 million retirees—even though the country has an elderly population (ostensibly deserving pensions) exceeding 6.5 million.</p>
<blockquote><p>President Duque is unlikely to manager pension reform during the remainder of his term in office.</p></blockquote>
<p>Similar to the US, Colombia has a combination public-private pension arrangement with the public RPM functioning similar to the US Social Security System, and suffering from the same fatal flaw: current pensions are financed by current contributors rather than an actuarily sound  defined benefit plan.</p>
<p>The private portion allows employees during their working life to allocate contributions among various government approved funds and managers much like a 401k plan in the United States. The four fund managers are <a href="https://www.porvenir.com.co/web/personas/inicio">Porvenir</a>, <a href="https://www.proteccion.com/wps/portal/proteccion">Protección</a>, <a href="https://www.oldmutual.com.co/Paginas/Default.aspx">Old Mutual (Skandia)</a>, and <a href="https://www.colfondos.com.co/dxp/web/guest">Colfondos.</a> Protección is owned by banking conglomerate <a href="https://www.grupoaval.com/wps/portal/grupo-aval/aval/">Grupo Aval,</a> and Porvenir is owned by Insurance giant <a href="https://www.gruposura.com/en/">Grupo Sura</a>. Regulation creates a high barrier to entry for new managers, thus contributors are effectively limited to an oligopoly of 4 fund managers.</p>
<p>Almost half the Colombian workforce is employed in the informal sector and typically contribute nothing to the private or traditional public pension plan. They are covered by poverty subsidies <a href="https://www.fondodesolidaridadpensional.gov.co/portal/normatividad/finish/50/19.html">Colombia Mayor (old-age Colombia)</a> and the Periodic Economic Benefits Program run by the government. There are also special pension regimes for the military and other public sector employees.</p>
<p>There are several pension reform proposals being floated. Two domestic, by Colombian entities <a href="https://www.asofondos.org.co/">Asofondos </a>and <a href="https://www.fedesarrollo.org.co/">Fedesarrollo, </a>plus alternate proposals by the <a href="https://www.iadb.org/en">Interamerican Development Bank </a>and the <a href="https://www.oecd.org/">OECD (Organization of Economic Cooperation &amp; Development) </a>of which Colombia is an aspirant.</p>

										<content:encoded><![CDATA[<p>The City of Bogotá controlled telecommunications company, <a href="https://www.etb.com.co/">Empresas Telefonicas de Bogotá (ETB) </a>(BVC:ETB) has seated a newly formed board of directors that, in their first meeting, elected Jorge Castellanos Rueda (above) as the new president. In Colombia, it is common for government controlled enterprises like ETB to change leadership when there has been a change in government. In this case, <a href="https://www.bogota.gov.co/alcalde-mayor" target="_blank">Enrique Peñalosa has been inaugurated as the new mayor of Bogotá</a>, <a href="https://www.financecolombia.com/interview-etb-making-moves-to-catch-up-surpass-competition/">and the city holds 89% of ETB’s shares.</a></p>

<p>Castellanos Rueda is an economist, with a PhD in Economics &amp; Finance from <a href="https://www.columbia.edu/">Columbia University</a> in New York City. He has previously worked as the Director of Public Credit in<a href="https://www.minhacienda.gov.co/HomeMinhacienda"> Minhacienda</a> (Colombia’s Finance Ministry), <a href="https://www.superfinanciera.gov.co/jsp/index.jsf" target="_blank">Superintendent of Banking</a>, Director of <a href="https://www.fogafin.gov.co/default">FOGAFIN</a> (Financial Institution Guaranty Fund – analogous to the FDIC in the USA), and President of <a href="https://www.davivienda.com/">Bancafé (now part of Davivienda)</a> . Castellanos also held positions at <a href="https://www.jpmorgan.com/pages/jpmorgan">JP Morgan</a><a href="https://www.worldbank.org/">, The World Bank</a>, as director of <a href="https://www.credicorpcapitalcolombia.com/banca_inversion.html">Banca de Inversión de Correval</a>, and <a href="https://www.darbyoverseas.com/darby/index.jsp">Darby Investment Bank.</a></p>
<p>Throughout his career, Castellanos has been recognized for his work on treasury and other debt, market valuation, solving Colombia’s past banking crises, reform of the electrical sector, restructuring of public and private entities, and establishment of private equity firms.</p>

A professional with extensive experience in defining, structuring and implementation of solutions to corporate financial problems. He is an industrial engineer from the Universidad de los Andes and has a Masters in Economics from the <a href="https://www.umd.edu/">University of Maryland.</a> He worked at the <a href="https://www.banrep.gov.co/">National Bank Project Planning Department</a> and was an advisor and chief negotiator of Colombia’s Free Trade Agreement with the United States, while at the Ministry of Commerce, Industry and Tourism.</p>
<p><strong>Sylvia Escovar Gomez (main)</strong> &#8211; She is an economist at the University of Los Andes, with Advanced Econometrics studies at the <a href="https://www.english.paris-sorbonne.fr/">University of Sorbonne</a>, Paris. She is currently the president of the Terpel petroleum company, where she also served as National Manager of Fuels, as Administrative and Financial Manager, and Commercial Vice President. <blockquote><p><strong>ETB Receives Anti-Theft Patents</strong></p></blockquote>
<p>In other news, ETB has received a fourth patent for “friction cup” keys that make up a theft and tamper-resistant system for securing manhole covers. In Colombia there has been a problem with theft of the metal manhole covers, and theft of the valuable copper wiring that they are designed to protect.</p>
<p>The security system was invented by Mauricio Barón Gutiérrez and Héctor Alfonso Suárez, both ETB engineers. The <a href="https://www.sic.gov.co/drupal/" target="_blank">Superintendencia de Industria y Comercio</a> issued the patent via resolution # 84692.</p>
<p>ETB owns 120,000 manhole covers throughout metropolitan Bogotá, protecting its subterranean fiber optic network that covers 65% of Bogotá, and the copper network that covers the city in its entirety.</p>
<p>The demand for copper driven in the past by China’s thirst for the material, resulted in international mafias that facilitated an epidemic in cable and wiring theft in Colombia and other countries, including the US. China’s deceleration has caused the price of copper to drop from $4 USD last year, to $2.50 currently, helping to mitigate the situation. On the other hand, the strong dollar takes away much of this advantage.</p>
