Funds for sanitation, water, health, and education "will bring dignified living conditions to the population," said Buenaventura Mayor Eliécer Arboleda Torres.
The top measures on the ballot would mandates salary reductions and term limits for lawmakers as well as mandated prison time for any public officials found guilty of corruption.
